Now, Haryana Govt. is selling Residential plots, Commercial properties which comes under HSVP | HUDA through this e-Auction portal. This is also called E-Auction bidding portal.
How to Participate in HUDA E-Auction?
HUDA / HSVP E-Auction notices are published time to time in newspapers and on HUDA website for Upcoming E Auction Bids. You can verify E Auction brochure and Register for Auction on E-Auction bidding portal.
Nominal 1000 Rupees fee is there for registration for e-auction bidding. You have to submit 5% EMD property wise for participating HUDA/HSVP E Auction bids.
All payments are required to be done online.

What Documents Required for Registration of HUDA E-Auction Bidding
- PAN Card
- Aadhar Card

Who is Eligible to Participate in bids for HUDA E-Auction Residential/Commercial Plots:
- Who can enter into contract as per Section 10 of Indian Contract Act.
- If a person wants to bid on other person’s behalf, he needs authority letter / power of attorney at the time of deposit of EMD.
HUDA E-Auction Policy Explaining Payments – When & How?
Registration Fee: 1000 INR (The intending bidder has to register for each group of properties located in same Urban Estate or in different Urban Estates, where he/she is interested to participate in order to generate user-id and password for e-auction. This is the fee charged online while registering for bidding.)
EMD (Ernest Money Deposit) Payment: 5% of Reserved Price of property
When to submit EMD: You will deposit EMD by generating Challan through RTGS/NEFT/Debit Card/Net Banking before 48 hours from scheduled date & time of e-auction he is participating.
Minimum bid incremental value:
HUDA E-Auction Policy Payment Plan:
At time of registration (EMD) – Payment 1:
Payment 1 will equal to 5% of base Value set for property.
On Successful Bidding – Payment 2:
10% (including EMD already deposited)
Within time as mentioned below:
LOI (letter of intent) issuance: after verification of documents LOI will be issue through Post & Email by Estate Officer.
All the payment schedule of the bid amount is linked with the date of
dispatch of LOI through email. HSVP is not responsible if LOI is not received by the Successful bidder due to change in his correspondence address or email id.
After issuance of LOI – Payment 3:
another 15% of the quoted bid amount will be deposited within 30 days from the date of dispatch of LOI on the HSVP website by generating Challan or online from his Plot user ID and password, which will be issued by EO concerned after generation of LOI.
(Note: In case of failure to deposit the said amount within the above specified period, the LOI shall stand automatically withdrawn without any further notice in this behalf and the 10% amount deposited shall stand forfeited to the HSVP against which successful bidder shall have no claim for damages.)
HUDA E-Auction Policy – Payment 4 – Remaining 75% –
will be deposited based on 3 plans depending on type of property, as given below
HUDA E-Auction Payment 4 – Plan A:
This payment plan of HUDA E-Auction Policy is In respect of Residential and Commercial properties (Booth, Kiosk, DSS, SCO’S Etc. which are governed by Architectural Control
within 120 days from date of dispatch of LOI.
HUDA E-Auction Payment 4 – Plan B:
In respect of Independent Commercial Sites (Commercial Complex, Shopping Mall Etc which are Governed by Zoning Plan)
within 120 days from date of dispatch of LOI
HUDA E-Auction Payment 4 – Plan C:
In respect of Institutional Sites (Hospital, School, Nursing Home, Clinic sites etc.

Thereafter remaining 75 % of the bid amount shall be paid within a period of 180 days from date of dispatch of LOI without interest.
Plan B & C Installment option to pay:
In 6 equal ½ yearly installments along with interest @12% per annum on the balance amount the first installment in this regard will have to be paid on or before 6 months from date of issue of LOI.
In case of default in payment, penal interest @3% will be charged extra over and above the normal rate of interest (the rate of interest may vary as decided by the Pradhikaran from time to time).
If the allottee fails to deposit 75% amount together with 12% interest on the installment and 3% penal interest of first five installments, if any, on the due date of 6th installment, the bid/allotment letter shall stand cancelled without any further notice in this behalf and the 25% amount along with interest payable to HSVP shall stand forfeited in favor of HSVP against which successful bidder shall have no claim for damages.
(bank guarantee equivalent to 75% of the bid amount within 30 days from date of issue of LOI valid till 30 days after the schedule date of payment of last/final installment)
As per HUDA E-Auction Policy all Successful bidder will pay ALL Payments through online mode on HSVP / HUDA Website.
Allotment Letter:
on payment of 100%.
In case of Commercial/institution sites where installment option is opted, Allotment letter will be issue on payment of 25%, if he produces Bank Guarantee of 75% remaining amount.
Possession of Property:
As Per E-Auction Policy after issuance of Allotment letter, they have to apply for physical possession of Plot.

Failure in Handing over of Possession to E-Auction bidder:
If HSVP / HUDA failed to hand over possession within 30 days of application then as per E-Auction Policy full amount paid will be returned with 5.5% interest to the bidder.

What is the payment plan for HSVP plot auction?
After successful auction, balance 75% of the tentative price of the plot is payable within 60 days in lump-sum without interest from the date of issuance of the allotment letter. Or In 6 annual installments with 9% rate of interest.
